Download manager driving me insane.

I've been pulling my hair out over something which should be Billy basic for a phone. To tell a long story short, I needed to get rid of my mobile data allowance. So I downloaded a blank 1gb test file and let it run. The problem is, I am losing my damn mind. I see the download in the notifications. Clicking on it does NOTHING. I cannot stop the downloads. If I disable the download manager, I can no longer get apps from the play store. I mean for ****'s sake. Why isn't there a download manager window so I can pause or cancel the download. It's infuriating. What, do I need to factory reset my phone to stop it downloading?
