I have set retrieval size as "no limit (unlimited) including attachments" in the email client of Samsung S6.
With this setting, and with "restrict background data" enabled + the wifi nw set as "restricted/metered" in DataUsage->RestrictNetworks,
all I see is the emails are not synced periodically but when manually pushed to sync the emails (attachments, images & body) are *ALL* downloaded without being asked separately to download the attachments.
Looks to me the android email client setting overrides all other phone data restriction settings (not the sync settings).
Simply put I see no impact of email attachment downloads because of DataUsage->RestrictNetworks settings.
